Advertising on Telegram for small business: Telegram Ads vs channel buys

What Telegram's rules allow and leave out, how it compares with Google and Meta, how to vet a channel, and an illustrative test plan for $1,500

In short. Treat Telegram as a test for businesses whose buyers read niche channels, not as a default first channel. Telegram Ads shows short text ads in public channels with 1,000+ subscribers, priced by auction, and per its getting-started page the link must lead to a Telegram channel or bot. Buying a post from a channel owner is freer but unprotected. Google Search reaches people already looking; Meta targets interests. Run any Telegram test with a lead-cost cap and a stopping rule set before you spend.

Which ways of advertising on Telegram can a small business use?

Two. Telegram Ads is Telegram's self-serve platform: short sponsored messages in public channels with 1,000 or more subscribers, priced in an auction. A channel buy means agreeing a post with the owner directly, through an intermediary, or through Telegram's built-in suggested posts. Telegram Ads documents do not describe placements in other people's bots; they name channels, groups and games.

Two ways to advertise on Telegram: terms on 3 November 2026

What do Telegram's own rules say, and what do they leave out?

Telegram Ads shows an ad of up to 160 characters, spaces included, plus a button. You choose channels by link, bid a price per 1,000 views (CPM) with a minimum of 0.1 Toncoin, and cap the ad budget; when it runs out, the ad stops. Telegram may change the minimum CPM. Users with Telegram Premium can turn ads off.

On the getting-started page, links must lead to a Telegram channel or bot; external sites are not allowed. Other parts of the rules mention website destinations, so only a trial ad in the cabinet will settle it; we did not log in to it.

The policies prohibit, among other things, alcohol, tobacco, gambling, payday loans, supplements, unverified medical services, political ads and dating services. Balance cannot be withdrawn, transferred or refunded, the advertiser pays its own taxes, and Telegram may ask for documents on your legal status.

How does Telegram compare with Google Search and Meta?

They sell different things. Google says Search campaigns are text ads that reach people while they are searching. Meta says detailed targeting reaches people by interests, behaviors and demographics. Telegram says its ads depend only on the channel where they appear, not on user data (March 2024).

Whether Telegram is cheaper, nobody can say without your own test. The sources we opened give floors and formats, not expected prices, and we found no open methodology for average cost per lead on Telegram, so we cite none.

How do you buy from a channel owner and vet the channel before paying?

The owner sets the price and terms, and there is no platform rulebook, so the contract protects you. If the channel accepts suggested posts (a Telegram feature from 1 July 2025), payment runs through Telegram: the owner is paid 24 hours after publication, and if the post is removed earlier Telegram returns the full amount to you. This does not remove your disclosure duties.

We found no open methodology for average channel-post prices, so we quote none: the admin's price is an offer, not a norm. Vet what you can verify. Telegram gives admins of channels above a certain size statistics on followers, views per post, notifications, growth, sources and audience languages. Screenshots are easy to fake, so ask for a screen share. This editorial method screens out obvious risks but cannot prove numbers are not inflated.

  1. Write down your lead-cost cap and cell budget before talking to the admin.
  2. Compare views on recent posts with the subscriber count and ask for the statistics on a screen share.
  3. Agree in writing: date, how long the post stays up, the exact text, who writes the disclosure label, and a refund if it is removed early.
  4. Give the placement its own link: a channel invite link, a bot start parameter or UTM tags.
  5. After publication, check the post against the agreement.
  6. Compare leads, not subscribers, after 24 hours and after your sales cycle.

What must you disclose, and who is responsible?

Telegram's terms make the advertiser solely responsible for labelling an ad where the law requires it, and for the legality of the materials.

In the United States, the FTC says payment is a material connection that must be disclosed so people will see and understand it; "ad", "advertisement" and "sponsored" work, and a platform's own tool may not be enough (FTC, November 2019, written for influencers; applying it to a paid channel post is our reading). Check your own country's regulator before buying a post.

If your campaign targets people in Russia, Russian law applies on top: an ad in a public channel needs an identifier (erid) issued by a registered ad-data operator, and a company can be fined 200,000 to 500,000 rubles for running an ad without it (Roskomnadzor FAQ; Administrative Code, Article 14.3, part 16). Where rules, sanctions or payment methods may apply to you, ask a lawyer; this article does not cover workarounds.

How do you measure the result: a subscriber is not a lead

Give every placement its own tag. For a website, use UTM tags: Google says to always use utm_source, utm_medium and utm_campaign, and missing tags show as "(not set)". For a bot, add a start parameter to the link, up to 64 characters of letters, digits, underscore and hyphen. For a channel, create separate invite links with an expiry or usage limit; an admin can retrieve who joined through a given link.

A subscriber is not a lead. Telegram Ads reports views and the people who joined the channel or started the bot; you count leads yourself, passing them from the bot or form to your CRM with the placement tag. Our pieces on checking conversion tracking before launch and on setting up lead conversions in GA4 cover the setup.

Where to start with $1,500: an illustrative calculation

Illustrative example, made-up numbers. A tutoring service charges $600 for the first package; 50% remains after variable costs, a contribution of $300. The owner keeps 20% ($60), so the allowable CAC (full cost of acquiring a customer) is $240.

Non-ad costs per customer are $40, leaving $200 for advertising. One lead in ten becomes a customer, so the lead-cost cap is $200 x 10% = $20 (method: our article on how much you can pay for a lead and a customer).

A test cell is 15 leads at the cap: 15 x $20 = $300 (an editorial choice, not a statistical threshold). The checkpoint is half, $150: at the cap you would expect about 7.5 leads. Fewer than four means a price above $150 / 4 = $37.50, nearly twice the cap, and the cell stops. Budget rule: reserve 20%, split the rest into $300 cells, at most four at once.

Reading the chart: a $240 placement must bring $240 / $20 = 12 leads. At a 10% click-to-lead rate that takes 120 clicks, and at a 2% click-through rate (CTR) 6,000 views of the post. If the channel shows 2,000, you need a better CTR and conversion, a lower price, or another channel. These rates are made up.

Illustrative example: CTR and conversion rates are made up, not market averages

  • $500: reserve $100, one cell - one channel buy, or Telegram Ads if access and payment are confirmed.
  • $1,000: reserve $200, two cells - one Telegram Ads cell and one channel buy, or two channel buys.
  • $1,500: reserve $300, four cells - one Telegram Ads cell and three channel buys in different channels.
  • $3,000: reserve $600, the same four cells; keep the remaining $1,800 to repeat the best one.

What to do on Monday, and how to choose a contractor

The description rests on open documents; Telegram's pages carry no dates, and terms change. Payment and sanctions rules are for your lawyer and accountant.

  1. Compute your lead-cost cap and cell size: 15 x cap.
  2. Decide who writes the disclosure label and keeps records, and put it in the contract.
  3. Create a separate link for every placement: UTM tags, a start parameter or an invite link.
  4. Vet each channel with the table; confirm Telegram Ads terms in the cabinet.
  5. Launch the cells and check the half-budget checkpoint.
  6. After your sales cycle, compare the cost of a customer, not a subscriber.

Key decisions

  1. compare options on where the ad sends people, who sets the price and how you will measure a lead
  2. disclose paid posts clearly and agree in writing who is responsible for labelling; rules differ by country
  3. test in cells of 15 leads at your lead-cost cap, with a checkpoint at half the budget

What to discuss with your team

  • One option is chosen for the first cell and the ad destination is known
  • The lead-cost cap, cell size and half-budget checkpoint are calculated
  • The contract states who writes the disclosure label and keeps records
  • The channel is vetted and Telegram Ads terms are confirmed in the cabinet
  • Every placement has its own link, and leads reach the CRM with that tag
  • After the sales cycle you compare the cost of a customer, not a subscriber
